The Society of London Theatre and UK Theatre have welcomed the Government’s decision to add culture to the English Devolution and Community Empowerment Bill, describing it as an important step in recognising culture as a core part of local growth, regeneration, and community life.
SOLT & UK Theatre said the change should be understood as an additional responsibility within the devolution framework. It gives Strategic Authorities a clearer mandate to consider culture as part of local economic, social, and civic policy.

“Giving culture explicit recognition in the devolution framework is a welcome and important step. It sends a clear signal that culture matters to growth, regeneration, placemaking, and community life.
“Theatres and cultural organisations already help drive local economies, increase footfall in high streets and town centres, and bring communities together. This amendment is a positive step. It must now be matched by the investment needed to make a real difference.”
SOLT & UK Theatre said the amendment should help ensure culture is properly reflected in future local and regional planning, and that devolution should strengthen the role of culture in placemaking, growth, and civic life.
